At the beginning of the 20th century, a crisis prevailed in China. The country was divided into conflicting opposition groups, its citizens were dying of hunger, and the latest political reforms were making the situation worse. Ruled and governed by the seven-year-old emperor and his ruthless mother Empress Dowager Longyu (Joan Chen), the Qing Dynasty had gained complete immunity after 250 years of unrivaled power. When ordinary citizens openly began to rebel, the Qing Dynasty created a powerful and modern army called the “New Army” to suppress the uprisings. But back then, buying a gun was not cheap. Desperate for money, Qing leaders sold everything they had to foreign countries. In the process, of course, the future of China was being sold. Huang Xing (Jackie Chan), who had just returned from Japan where he had received modern martial arts training, learns that his country is falling apart. Realizing that he has no choice but to take up the sword and lead the increasingly fierce rebellions against the powerful Qing Dynasty and the New Army.
