Senior CIA agent Gaylord Oakes is faced with a tough mission. His street-smart twin brother, Jake Hayes, who is an exact replica of the deceased spy Kevin Pope, has been killed. Oakes must create a new agent from Hayes and force him to take the place of his deceased brother. He only has nine days to complete this difficult task.
