In a strange and overly complex futuristic world, government official Sam Lowry finds solace in his isolated dreams, where he repeatedly imagines himself saving a woman. In reality, Sam is surrounded by bureaucracy and technology, with a computer controlling everything. When a young woman named Jill Layton is accused of being a terrorist, Sam begins to suspect that something is not right. As he gets to know Jill, he realizes that she is the woman from his dreams.
