The American economy is not doing so well, so the president’s prestige is declining day by day. In order to become popular again, the president needs a war. Since the Cold War is over and there is no longer a Soviet Union as an enemy, a decision is made to declare war on Canada with a fake excuse. Of course, a huge propaganda campaign is launched to build public opinion against Canada and Canadians. Sheriff Bud B. Boomer (John Candy) of the border town of Niagara Falls takes the campaign too seriously and organizes his men, causing things to spiral out of control. They even plan a trip to what they consider to be the capital of Canada, Toronto.
