Two kung fu masters, Wong Jianglong and Wong Fuhu, found the Dragon Tiger School together. They teach martial arts to street kids, making the school a symbol of justice. Dragon decides to leave, causing him to lose contact with his stepbrother Tiger. Dragon’s departure is due to his father Wong Fuhu marrying Tiger’s mother. After losing his mother in a fire, Dragon is raised by his neighbor Ma Kun and eventually expands his influence to become the leader of a gang. Lord Shibumi, a representative of the dark arts, gives Ma Kun the Lusha tablet and takes him under his command. However, during a meeting between the White Lions and other major gangs in the city, the tablet accidentally ends up with Tiger. Ma Kun tasks his best fighter, Dragon, with retrieving the tablet. After this event, the lives of the two brothers collide once again.
