In the year 2029, the world has become interconnected through the internet, allowing people to live in a virtual reality. Order is maintained by super powerful and downloadable police officers. A super agent known as Project 2501, created by the Japanese Ministry of Foreign Affairs, begins to search for a body with the consciousness it has acquired in the sea of information. The agent, who calls itself Puppet Master, is seen as a security threat by state intelligence agencies unaware of its existence, and two agents are sent to capture it. When the highly trained female agent Colonel Motoko Kusanagi reaches Puppet Master, she will want to meet in the same body.
