In 2029, after the governments of North and South Korea announce a reunification plan, powerful countries impose strong sanctions that weaken the economy and lead to a period of chaos. A government anti-terrorist group called Sect emerges in opposition to the reunification, prompting the President to establish a new police force called the Special Unit.
