Senior police officer Jake Reilly is on the trail of the serial killer known as “Torch,” who has been targeting women with children for a long time. Torch contacts Jake after each murder, taunting him with details of his crimes. Shaken by the gruesome killings, Jake decides to retire; however, he soon receives an intriguing offer to continue the hunt for Torch.
