Lee Jung-chool, a commissioner in the Japanese police force in Korea, is given a mission to infiltrate an armed resistance fighting for independence. He gets close to the leader of the resistance, Kim Woo-jin, and despite knowing each other’s intentions and identities, they become intimate. As information begins to leak to both sides, no one knows who the mole is. The resistance members acquire a series of explosives to destroy Japanese bases in Seoul, while the Japanese police are hot on their trail, gathering in Shanghai. Both the pursued and the pursuers find themselves caught in an operation where they are being used by both sides. Meanwhile, the train carrying the explosives has already crossed the border and is heading towards Seoul.
