James Clayton is the senior agent that Walter Burke is looking for. Before becoming an operational agent, recruits must successfully complete a rigorous training process conducted by recruitment officers. Learning the rules of the game from Burke, James quickly rises within the organization and falls in love with fellow rookie Layla. But as James begins to question his role in the game and his cat-and-mouse relationship with his mentor, Burke assigns him the task of identifying a mole. As tension escalates between them, the famous CIA adages “Trust no one” and “Nothing is what it seems” resurface.
