Champion sniper Ken Kwan faces an armored truck robbery. He sees a hostage police officer and shoots four robbers. One robber escapes, but the police officer survives. The case is taken over by sharpshooter and police officer Jerry Chong, whom Ken recently defeated in a competition. The two men become friends after the competition. Despite strict gun control in Hong Kong, Ken is found not guilty amidst much controversy and is released as a hero.
